ci(backend): run the third-party-domain drift guard on pull requests - #3709
tests/invariants/test_no_third_party_regengine_domains.py (from #3679) fails if server/, services/ or frontend/src mention regengine.ai, regengine.dev, regengine.io or regengine.com, none of which are RegEngine's. It currently runs only from test-suite-check.yml on push to main and nightly, so a PR that reintroduces one of those domains is caught after it lands, not before.
This adds the test to the explicit invariant list that the repo-root suite runs on every PR in backend-ci.yml. One line.

The test needs no database or services and runs in well under a second, so it adds nothing measurable to the gate.
Low Risk
Workflow-only change that runs an existing static scan on PRs; no runtime or deployment behavior changes.
Overview Pull requests now block on the third-party RegEngine domain invariant, not only main/nightly runs in test-suite-check.yml.
The repo-root RLS coverage + tenant-isolation pytest step in backend-ci.yml now includes tests/invariants/test_no_third_party_regengine_domains.py. That guard fails if server/, services/, or frontend/src reference regengine.ai, regengine.dev, regengine.io, or regengine.com (domains RegEngine does not own). The test is offline and adds negligible CI time.

Walkthrough
The backend CI workflow adds tests/invariants/test_no_third_party_regengine_domains.py to the pytest command for the RLS coverage and tenant-isolation suite.
This change makes the third-party domain check run on most pull requests. Pull requests that touch only frontend source files outside the currently filtered path will still skip it, so a prohibited domain could land and only be caught after merge. This is a bounded gap and can be fixed by widening the workflow path filter.
Security architecture risk: Low · up to 8abd1
The change strengthens CI enforcement without changing application permissions or runtime behavior. Most frontend-only pull requests can still skip the domain check, but that gap already existed. Scheduled checks provide later detection rather than prevention before merge.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The demonstrated bypass concerns proposed source changes in frontend/src outside the workflow’s explicit frontend inclusions. Exercising it requires the ability to propose such a change and have it merged; the evidence does not establish additional application privileges or tenant/data-store exposure.
Security Findings and Attack Paths
observed — The retained finding identifies a pre-existing enforcement gap: a frontend-only pull request can introduce a prohibited domain without triggering this backend check. The PR leaves that exposure unchanged while adding protection for backend-triggering pull requests; it does not demonstrate a runtime exfiltration path.
Trust Boundaries and Controls
observed — The independent test-suite workflow runs the invariants on scheduled and path-filtered main-branch push events, not pull requests. Its scheduled execution provides a later detection opportunity but does not close the frontend-only pre-merge gap.

Muse Code 1.4.14 reviewed the one-line diff at 8abd1a935 read-only (write, shell and web tools disabled), together with the surrounding pytest invocation and the test file being added. Verdict: PASS. Claude Code posted this on Christopher's account at his request.
One non-blocking note from Muse: test_scan_covers_the_files_that_used_to_hold_third_party_domains hard-codes six source paths, so a legitimate rename or move of one of them fails this gate with "scan no longer reaches ..." rather than a domain finding. That is the test's intended brittleness (it guards against the scan silently shrinking), and the fix on a rename is to update the list in the same PR.
Claude ran the test at main 84ffe38e0 locally: 3 passed in 0.43s, no database or services needed.

Run the invariant for all frontend source changes.
The backend workflow triggers for frontend/src/lib/public-openapi.ts, but not for other frontend/src/** files. test-suite-check.yml runs on pushes and schedules, not pull requests. No other pull-request workflow invokes this invariant. A frontend source PR can therefore introduce a prohibited domain without the pre-merge check.

Adds tests/invariants/test_no_third_party_regengine_domains.py to the backend-ci PR invariant list only. Invariant file present; 3/3 passed locally. Pinned supply chain fail is preexisting (security.yml:872 image-digest regengine:ci), not introduced by this one-line workflow change. CodeQL Analyze + Semgrep still pending at review time.
