Same file as 71 (batch overlap): escape &, strip javascript|data|vbscript:, loop-strip on\w+\s*= until stable. Owned by this PR; skipped in batch 4.
Alerts skipped
Alerts 18 and 42 (both in scripts/create_test_api_key.py) moved to #3625 per VS Code Lead; this PR does not fix them. Alert 42 needs a follow-up after #3625 merges if #3625 does not cover it.
Tests run
pytest on tests/scripts/test_prod_default_guards.py and the touched ingestion/scheduler test modules (all passed)
vitest run src/test/security/api-security.test.ts (26 passed)
Low Risk
Changes are confined to tests and a test inline sanitizer; no production auth, ingest, or billing paths are modified in the shown diff.
Overview
Addresses code-scanning findings by replacing substring and startswith URL checks in ingestion and scheduler tests with urlparse scheme/hostname equality, and by using exact host/suffix matching (any(host == …), .get("example.com")) where membership on a list was ambiguous.
The frontend API security suite expands XSS coverage (data:, vbscript:, overlapping on*= prefixes) and updates the test-onlysanitizeHTML helper to escape & first, strip javascript|data|vbscript: schemes, and loop-strip event handlers until stable, with matching assertions.
scripts/create_test_api_key.py only has minor formatting (blank lines and a one-line skip message); no behavioral change in this diff.

Code-scanning URL/sanitization batch: parse hosts via urlparse/URL
hostname equality or allowlist instead of substring/startsWith; write
minted API keys to a 0600 --key-file instead of printing raw keys; close
the incomplete multi-character sanitization gap in api-security tests.

The frontend XSS test adds payloads for data: and vbscript: URLs and expands its test sanitizer to remove those schemes and repeatedly strip event-handler assignments. Backend tests now parse URLs to check schemes and hostnames, and update several other assertions. A test API key script’s skipped-billing message and some test formatting are also revised.
Restore exact webhook URL assertions to prevent endpoint path regressions from passing unnoticed.

Preserve permissions on existing key-file parent directories
When --key-file points into an existing directory, this unconditionally changes that directory's permissions to 0700. For example, --key-file ./test-api-key removes group and other access from the working directory, potentially breaking services or collaborators that need to traverse it; the same issue affects shared configuration directories. Only apply restrictive directory permissions to a dedicated directory created by this helper, and leave existing parent permissions unchanged while enforcing 0600 on the key file itself.
Alert 18 stays with #3625. Alert 42 shares that file and moves with it.
The ruff-format hook leaves a formatting-only diff in the file.

Webhook test no longer checks full URLs
Low Severity
Replacing exact membership of the webhook URLs with hostname and scheme checks widens what this test accepts. Path, port, or userinfo changes on r.url no longer fail the assertion. urls is already a set, so the previous in check was exact equality, not a substring host test.

Scope: alerts 47–56, 68, 71. Alerts 18 and 42 correctly left out (create_test_api_key.py is ruff formatting only vs main: blank lines + one-line skip string; same text). Diff is tests + that formatting-only script — no production behavior change.
48 (test_models_ssrf_1342.py): same pattern for example.com. Closes alert; no prod change.
49–50 (test_notifications.py): URL-set membership → hostname set + https scheme checks. Closes alerts; test intent preserved.
51 (test_regengine_sources_rest_qa.py): "host" in dict → .get(host) is not None (exact key). Closes alert; incidental ruff-only edits elsewhere in file.

These cases call only the test-local sanitizeHTML function. They would pass even if the application rendered the same values unsafely. Run them through the relevant application rendering path and assert its output instead.

Keep the exact webhook URL assertion.
The new checks verify only hostnames and schemes. They accept https://hook1.example.com/wrong-path even though the notifier is configured with https://hook1.example.com. WebhookNotifier.notify submits each configured URL, and _deliver_with_retry returns that exact URL in DeliveryResult. The endpoint path is therefore part of the regression contract. Keep an exact URL-set assertion. Retain the parsed host and scheme checks for the host-validation intent.

Assigned alerts 47–56, 68, 71 addressed. URL substring checks now use urlparse/exact host match; XSS test helper escapes markup, strips javascript|data|vbscript, loop-strips on*= until stable. Test-only / assertion changes; no production behavior change for this batch. Local pytest + vitest green. PR body still mentions alerts 18/42, but those were reverted to #3625 and are outside this review.
