ci(pr-gate): don't fail PR Gate: Frontend on a queued Status Gate - #3688
Fixes the "PR Gate: Frontend" job failing after about 40 minutes with "Timed out waiting for Frontend CI Status Gate" when the runner queue is backed up (job 121547410783 on #3642).
Changes:
The "PR Gate: Frontend" job now has timeout-minutes: 15 and polls for 12 minutes. If the Frontend CI Status Gate is missing or still queued at that point, it fails with a clear message saying the gate is still pending because of a CI queue delay, not a frontend failure.
The new pr-gate-frontend-rerun.yml runs on workflow_run completion of "Frontend CI/CD". It finds the latest PR Gate run for the same head SHA and re-runs its "PR Gate: Frontend" job only if that job ended in failure, timed_out or cancelled. The re-run then mirrors the real Status Gate result, so a queue delay recovers without manual action. It runs on the default branch with only actions: write and never checks out PR code.
The job has its own concurrency group per PR, with cancel-in-progress only for pull_request events. The workflow-level concurrency is unchanged.
scripts/workflow_inventory.txt lists the new workflow, and check_workflow_inventory.py passes.
The required check name stays exactly "PR Gate: Frontend". No other jobs changed.
Note
Medium Risk
Changes required merge-gate timing and auto job re-runs via GitHub Actions API; misconfiguration could briefly block merges or skip recovery, but app runtime code is untouched.
Overview
Fixes PR Gate: Frontend falsely blocking merges when runner queues delay Frontend CI Status Gate from appearing (previously ~40 minutes of polling, then a generic timeout).
The frontend gate job now waits 12 minutes (job timeout 15 minutes) and, if the check is still missing or pending, fails with an explicit queue-delay message instead of implying a frontend failure. A final poll after the wait loop can still pick up a gate that completed during the last sleep.
Adds pr-gate-frontend-rerun.yml, which runs after Frontend CI/CD completes on PRs: it re-runs PR Gate: Frontend only when that job ended in failure, timed out, or was cancelled, the commit is still the open PR head, and the PR Gate run is below attempt 3. The job gets a per-PR concurrency group (cancel in progress on new pushes). scripts/workflow_inventory.txt registers the new workflow.
Reviewed by Cursor Bugbot for commit 88a414f. Bugbot is set up for automated code reviews on this repo. Configure here.
The frontend gate now has shorter timeout and polling limits. At the polling deadline, it performs a final check lookup. It returns on success, fails with the completed check’s conclusion, or reports a pending check when no completed run exists. A new workflow checks whether the completed Frontend CI/CD run’s head SHA is the current head of an open pull request. It reruns the newest PR Gate frontend job when its conclusion and run attempt meet the specified conditions. The workflow inventory includes the new workflow.
The required frontend gate can still end red after a runner queue delay with no automatic recovery, and a transient API error at the final check can show a misleading queue-delay message. Maintainers can rerun the job manually, so impact is bounded, but the recovery gap should be addressed or accepted before merge.
Security architecture risk: Low · up to 88a41
The new automation can rerun repository jobs, but it does not execute PR code or directly mark checks successful. Existing success-only checks remain intact. The main residual risk is disruption of required-check recovery when reruns overlap newer pushes or encounter API failures.
Retained concerns
Low · reliability · inferred: The new rerun transition does not fence its current-head check against a concurrent push. A SHA can become stale between validation and the rerun POST, while both the enclosing gate and frontend job use PR-number cancellation groups. If API-triggered reruns participate in those groups, stale work can cancel newer required-check work. The aggregate remains fail-closed, so the supported impact is disrupted merge-control availability and recovery, not a demonstrated check bypass. Exact rerun concurrency behavior remains unverified.
Security review details
Security Blast Radius
inferred — PR activity can initiate a repository-authorized Actions operation through workflow completion. The token has repository Actions write capability, while the inspected script restricts its mutation to a selected frontend job rerun. No production environment or data-store mutation appears in this helper.
Security Findings and Attack Paths
inferred — The inspected source does not establish an attacker-controlled-code path into the privileged helper or a new route to mark failed frontend checks successful. The concrete residual path is stale recovery work interfering with newer checks, subject to the unresolved platform concurrency behavior.
Trust Boundaries and Controls
observed — The privileged helper uses PR and run metadata as data, validates current-head identity through the PR API and scopes run lookup to the triggering SHA. The unchanged frontend producer requires all eight dependencies to succeed; the helper reruns the consumer rather than synthesizing that producer's result.
Resilience and Maintainability Implications
observed — Per-SHA helper concurrency and the attempt limit constrain repeated recovery work. Required-check aggregation remains success-only, containing cancellation and recovery failures as blocked checks rather than accepting incomplete validation.
Hardening Proposals
proposed — Consider SHA-aware fencing for both the frontend job and enclosing gate concurrency domains so stale reruns cannot interfere with current-head checks, while preserving the intended supersession policy.

Handle frontend completion during the gate's final polling sleep
If Frontend CI/CD finishes during the frontend gate's final polling sleep, this handler sees PR Gate: Frontend still in_progress and returns without arranging recovery. In pr-gate.yml, the polling loop checks its deadline before fetching the result again, so that sleeping job subsequently fails even though the frontend check has succeeded. Executing both scripts with a simulated frontend completion at 710 seconds reproduced a gate failure at 720 seconds with zero reruns. Since this workflow only listens for Frontend CI/CD completion, there is no subsequent event to recover the required check. Wait for the gate job to settle before deciding whether recovery is needed, or perform a final status fetch before the polling deadline produces failure.
No PR code checkout or execution: .github/workflows/pr-gate-frontend-rerun.yml has no actions/checkout and no artifact download; the only step is actions/github-script calling the Actions API (L30–65).
No self-loop: on.workflow_run.workflows is only ["Frontend CI/CD"] (L11–13), not this workflow's name (PR Gate Frontend Rerun). It re-runs the PR Gate: Frontend job inside a PR Gate run (L42–65); that cannot re-fire this workflow.
Check name unchanged: .github/workflows/pr-gate.yml still has name: "PR Gate: Frontend" (L272); the rerun script looks up that exact job name (rerun.yml L53).

Rerun blocked by in-progress PR Gate
High Severity
The job-rerun API returns 403 while any job in that PR Gate run is still active. After the 12-minute poll, PR Gate: Backend is often still waiting, so recovery fails and the required PR Gate: Frontend check stays red.

Wait for the PR Gate workflow to finish before rerunning its job.
A frontend timeout can occur while the backend gate is still running. If Frontend CI/CD then completes, this request attempts to rerun a job in an active workflow, which GitHub rejects. No later event retries it, so the required frontend check remains failed. Schedule recovery after the PR Gate run completes. (raw.githubusercontent.com)

Wait for the frontend gate before deciding not to rerun it.
If Frontend CI/CD completes while PR Gate: Frontend is still polling, Line 58 returns without a rerun. The frontend gate can then reach its 12-minute deadline and fail. No second frontend completion event will recover that failed required check. Wait for the gate job to reach a terminal state, or arrange a second trigger when the PR Gate run completes. Codex review of c16bf63 (pr-gate-frontend-rerun.yml, pr-gate.yml Frontend timeout, workflow inventory).
Blocking:
Stale cancelled PR Gate: Frontend can be revived and cancel the current check. pr-gate-frontend-rerun.yml:58 re-runs jobs with conclusion cancelled for the workflow_run head SHA, with no check that that SHA is still the PR head. After a new push, cancel-in-progress ends the old Frontend CI and PR Gate; when the old Frontend CI/CD run completes, this helper re-runs the old gate job. That re-run joins pr-gate-frontend-${{ github.event.pull_request.number }} (pr-gate.yml:278-280) with cancel-in-progress for pull_request events, so it can cancel the current head's PR Gate: Frontend. Reject superseded SHAs (or drop cancelled unless the SHA is still head) before calling the re-run API.
Recovery can miss the Frontend CI completion. The helper exits immediately when PR Gate: Frontend is still running (pr-gate-frontend-rerun.yml:58). If Frontend CI/CD finishes during the gate's final polling sleep (pr-gate.yml:450), the helper returns, then the gate wakes, hits the 12-minute deadline, and fails with no later Frontend CI completion to trigger another re-run. The "automatic recovery" path is then stuck. Cap a short wait/retry while the gate is still in progress, or re-query once after a brief delay.
No explicit re-run cap. The POST at pr-gate-frontend-rerun.yml:63 never checks run_attempt (or any other bound). Repeated Frontend CI/CD completions for the same SHA can keep re-running a persistently failing gate, relying only on GitHub's platform limit. Add an attempt ceiling (e.g. skip when run_attempt or job attempt is already high).
What passed against Lead's bar:
(a) No checkout or execution of PR code/artifacts; only the Actions API via github-script on the default branch.
(b) permissions: {} at workflow level; job grants only actions: write.
(c) No self-trigger loop: on.workflow_run.workflows is only "Frontend CI/CD", so this workflow's own runs cannot re-fire it. Cap still missing (finding 3).
(d) Required check name stays exactly PR Gate: Frontend (pr-gate.yml:272).
Event data enters through env: HEAD_SHA into the script, not via ${{ github.event.* }} inside a run: shell. Inventory lists the new workflow.
pr-gate-frontend-rerun.yml:43-63: before any re-run, resolves PRs from workflow_run.pull_requests (or listPullRequestsAssociatedWithCommit when empty), then pulls.get; requires pr.state === 'open' && pr.head.sha === sha. Otherwise skips. Stale cancelled gate for a superseded SHA cannot be revived.
Codex finding 2 — recovery race (finish during last sleep) — FIXED
pr-gate.yml:454-475: after the polling loop's last await sleep, a final checks.listForRef runs. If Status Gate completed during that sleep → success return or setFailed(conclusion); only if still incomplete → pending failure message that points at the rerun helper. Closes the race Codex described.
Codex finding 3 — re-run cap — FIXED
pr-gate-frontend-rerun.yml:88-92: if ((latest.run_attempt || 1) >= 3) return; — skips further re-runs at attempt 3+.
Job: actions: write + contents: read + pull-requests: read (:29-32). Reads used only for the head check (repos.listPullRequestsAssociatedWithCommit, pulls.get); write only for POST .../actions/jobs/{job_id}/rerun.
No checkout / no run: shell / no artifact download in the rerun workflow — only pinned actions/github-script@3a2844b7… with HEAD_SHA via env:.
No self-trigger loop: on.workflow_run.workflows: ["Frontend CI/CD"] only (:14); this workflow's own runs cannot re-fire it. Cap adds a second bound.
Required check name unchanged: name: "PR Gate: Frontend" (pr-gate.yml:272).
Inventory lists pr-gate-frontend-rerun.yml.
Edge cases (noted, not FAIL)
workflow_run.pull_requests empty (common on forks / some payloads): fallback associate-commit API + open filter (:46-50).
Closed / superseded PRs: skipped by open+head match.
Fork PRs: helper only fires when workflow_run.event == 'pull_request' and Frontend CI/CD completed; if fork CI does not emit that workflow_run, no re-run (no worse than before).
Helper still no-ops while the gate job is in_progress (:84-86); the final poll covers mid-sleep completion; post-fail completion is recovered by the next Frontend CI/CD→rerun path, subject to the attempt cap.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Wait for the PR Gate workflow to complete before rerunning its job.
If the frontend job has failed but another PR Gate job is still running, GitHub rejects this request because the workflow run is still active. The backend gate can remain active for much longer than the frontend gate. No later frontend completion event retries this request, so the required check stays red. Arrange a retry after the PR Gate workflow completes. (github.com)

Prevent an old rerun from cancelling the new head.
If a push arrives after this check but before the rerun starts, the old job can still be rerun. Both jobs use the PR-number concurrency group in .github/workflows/pr-gate.yml Line 279, so the old rerun can cancel the new head’s job. Scope concurrency so a rerun for an older SHA cannot cancel the current SHA. (docs.github.com)

The polling loop retries API errors, but the final lookup bypasses that logic. A transient final-lookup error can therefore mark the required check red with the misleading queue-delay message. The rerun workflow triggers when Frontend CI/CD completes, not when this job fails, so it may not recover a failure after that completion event has already fired.
Use a separate bounded retry for the final lookup and report an API error when all retries fail.
