Fixes SEL-516 (https://linear.app/sellers01/issue/SEL-516).

SchedulerService.drain_webhook_outbox caught every exception and returned, so APScheduler recorded a success in scheduler_job_runs while customer webhooks stalled. This change follows the #2697 convention used by the remediation drain and the dead-letter replay jobs: log the error, then re-raise. APScheduler then fires EVENT_JOB_ERROR, and the #1144 listener records the run as failed. APScheduler catches job exceptions itself, so the scheduler does not crash.

Tests (services/scheduler/tests/test_qa_scheduler_gaps.py, data-free MagicMock notifier)

  • The old test_notifier_exception_does_not_propagate asserted the bug. It has been replaced by test_notifier_exception_is_reraised.
  • On origin/main 2eaad75, that test fails (1 failed).
  • With this fix, 38/38 pass.

Touches no file changed by #3574 or #3586. VS Code DeepSeek will review this PR.

Note

Low Risk
Small observability fix aligned with existing scheduler job error handling; APScheduler still catches job exceptions so the process does not crash.

Overview
drain_webhook_outbox no longer swallows failures — after logging webhook_outbox_drain_failed, exceptions from retry_outbox_once() are re-raised so APScheduler emits EVENT_JOB_ERROR and the #1144 listener records a failed run in scheduler_job_runs. Previously, catching and returning made failed drains look successful while customer webhooks could stall (SEL-516).

This matches the #2697 pattern already used for remediation notification drain, rule-eval dead-letter replay, and FSMA nightly sync.

Tests in test_qa_scheduler_gaps.py were updated: test_notifier_exception_is_reraised replaces the old assertion that exceptions must not propagate.

…corded (SEL-516)

drain_webhook_outbox swallowed every exception and returned, so APScheduler
recorded success in scheduler_job_runs while the outbox was not draining.
Follow the #2697 convention used by the other jobs: log, then re-raise.

When retry_outbox_once() raises, SchedulerService.drain_webhook_outbox() logs the failure and re-raises the exception. The regression test checks that a notifier RuntimeError propagates and that a successful quiet drain returns None.

Exercise the webhook drain through APScheduler.

The changed test calls drain_webhook_outbox() directly. Add an executor-level test that schedules the drain, raises from retry_outbox_once, and asserts that the EVENT_JOB_ERROR listener records success=False. The current tests cover these components separately but do not detect a broken connection between the scheduled job and failed-run recording.

REVIEW: PASS deepseek 9caa486

drain_webhook_outbox now re-raises instead of swallowing errors.

Its only caller is the APScheduler job _add_tracked_job(... job_id="webhook_outbox_drain", max_instances=1) at service.py:839. APScheduler catches job exceptions and fires EVENT_JOB_ERROR, which the listener at service.py:1497/:1517 records. So the error becomes visible and the worker loop doesn't crash.

Verified locally:

  • The new test fails on main and passes with this change.
  • test_qa_scheduler_gaps, test_job_run_tracking and test_silent_failures_2697 all pass.

CI: every real build and test check is green, including Test scheduler, Test ingestion and Backend CI Status Gate (pass). The only failing or pending checks are gates that wait on this review: Engine Review Pass, PR Blocker Checklist, Head SHA Check Guard and the PR Gate/CI Status Gate aggregates. visual-report is non-required.

Delta review, by hand. Merge of main 91737af into 9caa486 (already PASSed). The remerge-diff is empty. The PR diff is still only services/scheduler service.py and test_qa_scheduler_gaps.py, unchanged.

CI: all real checks green. Remaining failures are engine-review gates only (circular), plus Vercel Preview Built (deploy skipped by Ignored Build Step on non-frontend PRs, not a build failure): Engine Review Pass,Engine Review Pass,visual-report (non-required),Head SHA Check Guard,PR Blocker Checklist,

REVIEW: PASS deepseek d7f1285

This follows up my earlier hand review. A dsh headless run on the full PR diff (merge-base..d7f1285) confirmed the PASS. Excerpt:

Reviewed the PR diff against base `91737af1`; it contains only the two stated files. I verified the re-raise behavior against APScheduler 3.11.3: job exceptions are caught by the executor, converted to `EVENT_JOB_ERROR`, and do not crash the scheduler, so the #1144 listener will record the failure. The new test meaningfully pins the propagation contract, and the quiet-path test remains intact.

Verification: `services/scheduler/tests` passed (460 tests). No tenant-scoping, data-invention, or migration issues apply to this diff.

No concrete bugs found.

VERDICT: PASS
