qa: standalone FSMA 204 7-CTE copy check in Fast Gate - #3564
Restores the regulatory copy check from qa/fsma-lite-check.js (removed in #3561) as standalone qa/fsma-cte-count-check.js. Reads frontend/src/app/fsma-204/page.tsx; fails if it says 6 CTEs or doesn't state "7 Critical Tracking Events". No sample files, Node built-ins only. Added as a step in the existing Fast Gate job (no job renamed) and a row in qa/README.md.
Local: passes on main (exit 0); flipping 7→6 in the page makes it exit 1.
Note
Low Risk
CI-only static copy validation on the FSMA marketing page; no runtime, auth, or data-path changes.
Overview
Adds a standalone Fast Gate check that scans frontend/src/app/fsma-204/page.tsx and blocks merge if copy claims 6 CTEs (including “six CTEs”) or omits the exact phrase “7 Critical Tracking Events”.
The logic lives in new qa/fsma-cte-count-check.js (Node built-ins only, no sample fixtures), wired as “FSMA 204 CTE count copy check (7, never 6)” in .github/workflows/qa-pipeline.yml, and documented as a non-negotiable in qa/README.md.

The change adds a Node.js check that reads the FSMA 204 page and fails if the page is missing, refers to 6 CTEs, or does not state “7 Critical Tracking Events.” The Fast Gate runs the check. The QA README documents the rule.
The Fast Gate can miss one plausible form of incorrect FSMA 204 copy. This is a bounded gap that can be fixed with a small pattern change.

🎯 Functional Correctness | Minor | ⚡ Quick win
Detect parenthesized six-count wording.
If the page says “six (6) Critical Tracking Events,” sixPattern does not match. The existing “7 Critical Tracking Events” sentence still satisfies sevenPattern, so this incorrect copy passes the check. Allow a parenthesized count between the word and the CTE label.

Formal review at 96ab242. The head matches and the branch is up to date with main.
Script:qa/fsma-cte-count-check.js uses only Node built-ins (fs, path). The path is resolved from __dirname, so it doesn't depend on the working directory. If the page is missing, the script exits 1 rather than skipping.
Verified on a temp extracted copy, nothing committed:
Real fsma-204/page.tsx, run from an unrelated directory: exit 0. Line 97 has "7 Critical Tracking Events".
Page changed to "6 Critical Tracking Events": exit 1, with both failures reported.
"six CTEs" appended: exit 1.
"16 CTEs" appended: exit 0. The \b boundary keeps it from over-matching.
Regex:\s+ handles line breaks and /i handles case. Some phrasings slip through: "six (6) CTEs", "6 CTE types" (singular) and "6 key CTEs". The old check missed these too and none of them are on the page, so this doesn't block. An optional follow-up could widen the pattern to (?:6|six)(?:\s*\(6\))?\s+(?:\w+\s+)?(?:Critical\s+Tracking\s+Events?|CTEs?).
Workflow: this adds one step to the existing fast-gate job. The job IDs and names are unchanged (Fast Gate (unit + FSMA + tenant), System Simulation (flow + bad data + export), AI Content Analysis, Deploy Decision). The README row is added.
Merge note: this conflicts with #3561 in qa-pipeline.yml and qa/README.md. The new step sits next to the fsma-lite-check step, and the new README row sits among the fsma-lite-check.js rows, and #3561 removes both. Whichever merges second needs a rebase that keeps this step and row.
CI was still running at review time (5 pass, 17 pending, 6 skipping, none failing).
