Fixes two gates red on main for every PR (seen on #3530, #3524).

  • PR Gate: Workflow Contract: add 9 unlisted workflows to scripts/workflow_inventory.txt (copy-lint, engine-review-pass, head-sha-check-guard, pr-blocker-checklist, sync-main-into-prs, vercel-preview-guard, visual-preview, visual-production, visual-update-baselines).
  • Pinned supply chain: USES_RE matched the 'uses:' inside 'statuses:' permission lines (engine-review-pass.yml:16, head-sha-check-guard.yml:19, vercel-preview-guard.yml:19). Added a negative lookbehind so only a real uses: key matches; regression test added. Workflows keep their statuses permissions; gate is not weakened.
  • copy-lint.yml: pin checkout/setup-node to the repo's existing SHAs (same lines as chore(node): align .nvmrc, engines and CI on Node 22 (SEL-420) #3530).

Local: inventory check passes (33 workflows), supply-chain gate 0 unbaselined findings, 109 tests pass, actionlint clean. Do not merge during freeze.

Note

Low Risk
CI inventory, regex tightening, and workflow pinning only; no application runtime or auth logic changes.

Overview
Unblocks two CI gates that were failing on every PR: PR Gate: Workflow Contract and the supply-chain action-pin check.

Workflow Contract: Nine workflows that already existed under .github/workflows/ are now listed in scripts/workflow_inventory.txt so the inventory matches disk again (e.g. copy-lint, vercel-preview-guard, visual-* workflows).

Supply chain: USES_RE in scripts/ci/check_supply_chain.py no longer treats the uses: substring inside statuses: permission lines as a real uses: step. Real unpinned uses: refs are still flagged; a regression test covers permissions: statuses: write/read plus actual checkout/setup-node steps.

Workflow hygiene: copy-lint.yml pins actions/checkout and actions/setup-node to the repo’s commit SHAs. vercel-preview-guard.yml renames the bypass env variable in script (bypassValue), adds a detect-secrets allowlist pragma on the secret reference, and refreshes .secrets.baseline line numbers / removed stale entries.

📝 Walkthrough

The supply-chain checker now rejects uses: matches embedded in longer identifiers, and a test verifies that permission entries do not produce violations while two unpinned action references do. The copy-lint workflow pins two actions to commit SHAs. The workflow inventory adds nine entries. The Vercel preview workflow adds an allowlist annotation for its bypass secret and renames the local variable; configured and missing-secret behavior remains unchanged. The secrets baseline updates recorded line numbers, removes two findings, and updates its timestamp.

Priority: ➖ Normal

Estimated code review effort: 2 (Simple) | ~10 minutes

Merge Risk: ⚪ Minimal · up to 182a4

The reviewed changes preserve the workflow and scanning contracts with no actionable merge risk identified.

Security architecture risk: 🔵 Low · up to 182a4

The changes primarily repair CI guardrails and replace mutable action references with commit pins. No introduced privilege expansion or weakened security control was established. Risk remains low rather than minimal because the exact pinned secret scanner’s behavior and upstream action-version mapping were not independently verified.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The security-relevant scope is repository CI enforcement and its accepted secret-detection records. No expanded application, tenant, datastore, or infrastructure authority was established by the inspected changes.

Security Findings and Attack Paths

  • observed — The preview-access workflow already placed the configured protection-bypass token in a URL posted to a PR comment. The local variable rename and scanner annotation do not establish increased exposure. Log masking does not remove the token from the constructed comment body; this is a pre-existing architecture fact, not an introduced PR concern.

Trust Boundaries and Controls

  • observed — The changed baseline is consumed by existing local and CI controls, rather than by a newly privileged service. Their scanner commands, exclusions, and version pins are unchanged across the PR comparison. Exact detect-secrets 1.5.0 treatment of removed records remains an explicit coverage gap.

Resilience and Maintainability Implications

  • inferred — Source comparison supports stale-record cleanup rather than broader suppression: the removed records reference an obsolete location beyond one unchanged test file and a non-secret declaration in another. Actual detector output and exact-version baseline mutation, interruption, and repeat-run behavior remain unverified; no weakened enforcement or insecure recovery state was established.

Full details: Title check

Explanation

The title names the two real fixes in the changeset: the Workflow Contract inventory update and the supply-chain false positive on the statuses: permission. It is specific and matches the main change. It is a little long at 90 characters and uses a dense 'ci:' prefix with a '+' joined pair of topics, but it is not vague or off-topic.

Full details: Description check

Explanation

The description follows the template's main sections: a summary with bullets, the reason for the change, and test results. It does not fill in the Type of Change checkboxes, the Test Plan checkboxes, the Checklist, or the Related Issues section. The text gives a local test summary but does not mark the test-plan items. It references PR numbers #3530 and #3524 but does not use the 'Fixes #' or 'Relates to #' format in Related Issues. The description is mostly complete, so the check passes, but the template sections should be filled in.

Independent review (Claude Code CLI; change by Codex CLI):

The regex fix is correct and the gate gets stricter, not weaker. The new lookbehind (?<![A-Za-z0-9_.-]) in scripts/ci/check_supply_chain.py:38 stops USES_RE.search from matching the uses: inside statuses:. Real - uses:, {uses: and quoted "uses": keys still match. A line-start uses: key the regex misses still hits the USES_KEY_RE fallback (line 171), which fails closed. So the change creates no silent pass, and on a flow-mapping line it now finds the real uses: instead of stopping at statuses:. The workflow inventory now lists exactly the 33 files in .github/workflows/. The new test covers both block and flow-mapping uses: and checks that the right lines (5 and 6) are flagged.

Not verified: I couldn't run anything because Bash approval was denied for every command. So pytest and the gate weren't run. I also couldn't confirm that 3d3c42e5… (checkout) and 949feb24… (setup-node) are the real v6 SHAs from the actions/ repos. Check that, and run tests/scripts/test_check_supply_chain.py, before merging. Minor: copy-lint.yml still pins node-version: '20', which reaches end of life in April 2026. That's not a supply-chain problem.

Note: the checkout/setup-node SHAs are identical to those already used across frontend-ci.yml. Codex ran the gate locally: 0 unbaselined findings, 109 tests pass.

Codex review of head e0605c4 (branch already contains main 03903ee).

No regressions found. check_workflow_inventory.py passes (33 workflows; vercel-preview-guard.yml, visual-preview.yml, visual-production.yml, visual-update-baselines.yml all in inventory). Supply-chain regex edge cases (statuses: vs uses:) behave as expected.

I'll review the PR diff against the workflow and this repo's detect-secrets setup, and check that the rename doesn't leave a dangling secret reference.The checkout is commit 30cc48337 on devops/workflow-contract-fix. I'll read the full script and how this repo allowlists detect-secrets.The rename covers every use in the script. Next I’ll confirm detect-secrets v1.5.0 actually goes quiet on this line and that the pragma does not hide it from gitleaks.REVIEW: PASS. Commit 30cc4833737e1fde4e29ae78441d02e849b379ac matches the diff and is safe to take.

The detect-secrets 1.5.0 KeywordDetector flags const secret = process.env.BYPASS_SECRET inside this YAML file. Renaming every use to bypassValue removes that hit. A scan of .github/workflows/vercel-preview-guard.yml with the default filters reports 0 findings. The script still calls core.setSecret before the value is put on the preview URL, and the unset-secret comment path is unchanged.

# pragma: allowlist secret is a YAML comment, so the env value stays ${{ secrets.VERCEL_AUTOMATION_BYPASS_SECRET }}. That line is not itself a detector hit. The allowlist covers only that reference, not a literal secret.

The bypass value is still posted in the pull request comment URL. That behavior was already there. This change does not make it worse.

I'll review the .secrets.baseline diff against the actual files and PR #3535, then confirm it only moves line numbers / drops stale entries.I'm in wf-contract-fix at 182a4e454. Next I'll inspect the commit, hashed secrets, and the files whose findings moved or were dropped.No new hashes were added. I'll check the dropped findings against current files and confirm the CI detect-secrets command.The qa4 file still contains a key token matching the dropped hash. I'll scan those two files with detect-secrets to confirm the findings are actually gone.Baseline-only refresh. Existing hashes kept, two stale findings dropped, no new allowlisted secrets.

Checked

  • Commit 182a4e454 touches only .secrets.baseline (7 insertions, 25 deletions).
  • plugins_used, filters_used, and version (1.5.0) are unchanged. generated_at moved 2026-10-23T09:48:32Z → 2026-10-23T21:50:55Z.
  • Findings 512 → 510; files 215 → 213.

Line-number moves (same file / type / hash / is_verified: false)

  • .github/workflows/backend-ci.yml: postgres 136→132 and 219→215; test-secret-key-for-ci 223→219; test-password-for-ci 229→225; ci-test-secret 231→227. Those lines are still the CI fixtures (POSTGRES_PASSWORD, DATABASE_URL, JWT_SECRET, NEO4J_PASSWORD, OBJECT_STORAGE_SECRET_ACCESS_KEY).
  • services/ingestion/tests/test_epcis_tenant_isolation.py: key-abc 135→124 (x_regengine_api_key="key-abc").

Stale removals (scanner no longer reports them)

  • services/ingestion/tests/test_epcis_gln_check_digit.py Hex High Entropy 8e4456ef… (file is 53 lines; old line 64 is gone).
  • services/ingestion/tests/test_qa4_webhook_inbound.py Secret Keyword a62f2225…. SHA1(key) still appears as a token; detect-secrets 1.5.0 does not flag the file.

Live scan of those four files with local detect-secrets 1.5.0 matches the new line numbers and finds nothing in the two dropped files. No new hashed_secret values.

…3546 #3535) (#3552)

* fix(epcis-export): return honest empty state instead of sample data

Remove SAMPLE_EPCIS_EVENTS and the hardcoded FDA sample CSV. Tenants with
no rows now get an empty eventList / header-only CSV, count 0,
dataSource 'empty' and a 'No data yet' message. Tests are data-free.
Drop the now-stale detect-secrets baseline entries for the sample hashes.

Signed-off-by: Christopher Sellers <1@christophersellers.com>

* fix(frontend): restore main build after SEL-410/SEL-414 ErrorState collision

#3475 and #3479 merged back to back and both defined ErrorState. The
surviving component lacked requestId/retrying used by #3479 callers, a
test mock had a duplicate useQAHealth key, and suppliers/page.tsx used
NO_DATA_YET without importing it. Vercel production builds for 03903ee
and e7ee4a7 failed type check; prod is still on c7874cb.

- ErrorState: optional requestId line, retrying disables Retry and shows
  Retrying..., support link, className kept on root
- drop duplicate useQAHealth mock key
- import NO_DATA_YET in suppliers page

* test(epcis): drop SAMPLE_EPCIS_EVENTS patches; data-free empty-state and header-only FDA CSV assertions

* ci: fix required gates on #3524 (pin copy-lint actions, inventory new workflows, allowlist false-positive secret, declare visual/capabilities knip entries)

* chore(secrets): refresh .secrets.baseline (detect-secrets 1.5.0)

* test(ingestion): make #2868 error-logging tests data-free to fix collection

test_ingest_error_logging_2868.py imported _FakePersistence, _FakeSession, _client and _make_shipping_event from test_webhook_router_v2_1342.py, which the real-data-only cleanup removed, so collection failed on main. Drop the ingest-batch route cases that needed a fabricated event, test _failure_diagnostics directly with no payload, and keep the chain-verify case using MagicMock and a local app builder. Remove the stale detect-secrets baseline entry.

Signed-off-by: Christopher <131207452+PetrefiedThunder@users.noreply.github.com>

* fix(ci): scope suppliers no-data test; match uses: as YAML key in supply-chain checker

* test(ingestion): restore data-free ingest_batch_failed route coverage for #2868

Mint TENANT_ID and KEY_ID with uuid4 at runtime. Re-add a POST /api/v1/webhooks/ingest failure test that uses caplog to check the traceback, tenant_id, event_count, source, error_type and correlation_id, and that the uuid4 canary lot code, product text and location never reach the log. A MagicMock persistence store raises to reach the handler's except block.

* fix(frontend): show QA-signal loading row on dashboard; align qa-health test with ErrorState copy

* fix(tenant): update route manifest expectations for two new tenant-scoped routes

* ci: list 9 missing workflows in inventory; stop action-pin matching 'statuses:' permissions

* ci(frontend): allowlist visual regression files in Knip unused file guard

* test(ingestion): fix-forward email_ingest principal stub and sel409 admin DB env

Signed-off-by: Christopher Sellers <1@christophersellers.com>

* fix(deps): bump pypdf to 6.21.2 for CVE-2026-115572/115585/115580

* test(ingestion): fix suite A collection (2868 persistence import) and drop SAMPLE_EPCIS_EVENTS expectations

Signed-off-by: Christopher <131207452+PetrefiedThunder@users.noreply.github.com>

* fix(ci): stop Head SHA Check Guard failing main on check_suite/workflow_run events

Those events run in the default-branch context, so failed PR verdicts were
attributed to main. Keep the failure commit status on the PR head SHA; only
fail the job for pull_request events.

* ci: clear detect-secrets false positive in vercel-preview-guard

* test(ingestion): make 944/945 envelope test data-free after #3500 fixture removal

* ci: refresh .secrets.baseline line numbers (detect-secrets 1.5.0, no new findings)

* test(ingestion): capture ingest_batch_failed via dedicated logger; bump factory-local pypdf floor

* ci: refresh .secrets.baseline after test change (drop stale entry)

* fix: address CodeRabbit review on #3552 (checkout creds, retry a11y name, EDI envelope literals, duplicate test name)
