docs/guides/FSMA_204_PHASE_1_IMPLEMENTATION.md step 3 still said to add an is_sample_data flag "when using SAMPLE_EPCIS_EVENTS (line 273)". #3520 (merged 3:20 AM PT) removed SAMPLE_EPCIS_EVENTS, and services/ingestion/app/epcis_export.py now returns data_source: "empty" instead of sample events. This PR replaces the stale step with a note saying so. Docs only.

VS Code Grok reviews; do not merge (merge freeze).

Note

Low Risk
Documentation-only changes to an implementation roadmap; no runtime or API behavior is modified.

Overview
Updates Task 1.5 in the FSMA Phase 1 implementation guide so it matches post-#3520 behavior: epcis_export.py no longer serves sample events, so the plan drops steps to add is_sample_data / disclaimers there.

The doc now states that empty tenants get an honest empty EPCIS export (dataSource: "empty", No data yet) and FDA CSV header-only responses with X-RegEngine-Data-Source: empty, while disclaimer work stays scoped to recall_report, recall_simulations, and fda_export/router. Tests and acceptance criteria are tightened so EPCIS empty responses must not include demo_mode or a disclaimer.

Reviewed by Cursor Bugbot for commit e8e2317. Bugbot is set up for automated code reviews on this repo. Configure here.

#3520 removed SAMPLE_EPCIS_EVENTS; epcis_export now returns an honest
empty state, so the sample-data flag step no longer applies.

Walkthrough

Task 1.5 now states that epcis_export.py needs no change because SAMPLE_EPCIS_EVENTS was removed in #3520. The guide describes the empty-source EPCIS and FDA export responses for tenants without events. It also updates the test and acceptance criteria to distinguish those responses from demo responses.

Before / after behavior

  • observed — Modified behavior in docs/guides/FSMA_204_PHASE_1_IMPLEMENTATION.md: The current-state description now says hardcoded demo data is in three other modules, while epcis_export.py has no sample data and needs no disclaimer; this replaces the claim that EPCIS has sample data without a disclaimer.
  • observed — Modified behavior in docs/guides/FSMA_204_PHASE_1_IMPLEMENTATION.md: The planned EPCIS changes to add an is_sample_data flag and disclaimer were replaced with a no-change statement. It specifies that an empty tenant receives an empty EPCIS event list with empty-source metadata and an FDA header-only CSV with empty-source response headers.
  • observed — Modified behavior in docs/guides/FSMA_204_PHASE_1_IMPLEMENTATION.md: The test and acceptance criteria now say demo responses from the named modules include disclaimers, while an EPCIS empty-tenant response has no demo_mode or disclaimer. This replaces the prior test expecting a disclaimer for a tenant with zero events.

3. epcis_export.py: no change needed. #3520 removed SAMPLE_EPCIS_EVENTS; the export now
returns an honest empty state (`data_source: "empty"`) when a tenant has no events.

P2 Badge Remove the remaining stale EPCIS sample-data claims

This new statement contradicts the same task's Current State, which still says epcis_export.py has sample data but no disclaimer, and the zero-event test still expects a disclaimer. An engineer following this roadmap cannot tell whether an empty EPCIS export is honest tenant state or demo data, and may reintroduce the behavior this edit is intended to retire. Update the remaining Current State and test references alongside this step.

REVIEW: FAIL grok bc4d18c

Headless review on a fresh SSD worktree at bc4d18c.

OK:

  • Docs only: the one file changed is docs/guides/FSMA_204_PHASE_1_IMPLEMENTATION.md (+2/-3).
  • #3520 (6cbf588) did remove SAMPLE_EPCIS_EVENTS from services/ingestion/app/epcis_export.py.
  • No new sample or made-up identifiers are added.

Blocking:

  1. Wrong field name. The new step 3 says data_source: "empty", but the JSON response key is camelCase dataSource (epcis_export.py:233). data_source is only the Python local variable. The HTTP header is X-RegEngine-Data-Source.
  2. The new text leaves out the rest of the current behaviour:
    • an empty tenant gets an empty eventList (:226);
    • regengine:message: "No data yet" is set when the source is empty (:236), and integrityVerified/chainHashVerified are false;
    • the FDA export (:319-320) returns FDA_CSV_HEADER + newline only (header row, no data rows), with X-RegEngine-Message: No data yet (:342).
  3. Stale mentions of the sample remain in the same section:
    • :200 "Current State": "epcis_export.py has sample data but no disclaimer in response".
    • :233 and :236 acceptance criteria: demo exports must carry demo_mode: true, disclaimer: "⚠ DEMO/SAMPLE DATA...".
    • Step 7: "Export from tenant with 0 events → verify disclaimer present".
    • These contradict the honest empty state for the EPCIS export. They should be reworded, or scoped to the modules that still have demo data (recall_report, recall_simulations, fda_export/router).

Suggested step 3:

  1. epcis_export.py: no change needed. #3520 removed SAMPLE_EPCIS_EVENTS. For a tenant with no events, the EPCIS export returns an empty eventList, dataSource: "empty" and regengine:message: "No data yet". The FDA export returns a CSV with only the header row and X-RegEngine-Message: No data yet.

Out of scope: on main, test_epcis_export_1342.py still monkeypatches SAMPLE_EPCIS_EVENTS. #3525 removes that.

No merge (merge freeze).

Use the response field dataSource (not the local data_source), spell out the
empty eventList, No data yet message, false integrity flags and header-only
FDA CSV, and scope the remaining demo-disclaimer text and tests to
recall_report, recall_simulations and fda_export/router.

Use endpoint-specific acceptance fields.

recall_simulations.py uses is_illustrative and demo_disclaimer, not demo_mode and disclaimer. The FDA export routes return file streams with response headers, not JSON demo fields. Update the acceptance criterion to test each endpoint against its actual response contract.

REVIEW: PASS grok 71aaa42

C.Lee approved posting this review directly (Oct 23, 2026, 12:13 PM PT).

This is a delta review from my FAIL at bc4d18c. Review only: nothing merges during the merge freeze.

All three earlier findings are fixed in docs/guides/FSMA_204_PHASE_1_IMPLEMENTATION.md:

  1. Step 3 now matches the code. It names an empty epcisBody.eventList, and regengine:exportMetadata with dataSource: "empty", integrityVerified: false, chainHashVerified: false and regengine:message: "No data yet". For the FDA CSV it gives the FDA_CSV_HEADER row only, plus the X-RegEngine-Data-Source: empty and X-RegEngine-Message: No data yet headers. I checked each name against services/ingestion/app/epcis_export.py at this SHA.
  2. The stale sample and disclaimer text is fixed. The Current State line (old line 200) and old lines 233/236 now name only recall_report, recall_simulations and fda_export/router. Step 7 says the EPCIS export gets no disclaimer and a tenant with 0 events gets the empty state.
  3. The remaining demo_mode mentions are scoped to those three modules only.

Non-blocking: #3536 removes recall_report's demo data, so the recall_report demo_mode mention will be stale once it lands.

CI at this SHA: Engine Review Pass, Frontend Unused File Guard and PR Gate: Workflow Contract fail. PR Blocker Checklist was cancelled. PR Gate: Backend, CodeQL and Production Readiness pass. Team policy still requires green CI before merge.

Branch updated with main

Main was merged into claude/docs-phase1-sample-export-note at the new head (e8e2317d58af8c122461297dcda3e65d63223a68).

Because merge commits created with GITHUB_TOKEN do not trigger workflows, a push to this branch or a manual CI re-run is needed for checks to run on it.

REVIEW: PASS gemini e8e2317

Docs only. Checked the claims against the head: SAMPLE_EPCIS_EVENTS no longer appears anywhere under services/, and epcis_export.py sets data_source "empty" for tenants with no rows, adds regengine:message "No data yet", sets integrityVerified and chainHashVerified false when empty, and sends the X-RegEngine-Data-Source header on both the EPCIS and FDA CSV exports. Narrowing the disclaimer work to recall_report, recall_simulations and fda_export/router matches the code and adds no made-up data. CI was still running at review time.
