Updates the Favicon to be the Reflective logo instead of the Jupyter logo.
The tab will now be titled
Cloud HubAdds the Reflective logo to the upper left hand corner (replaces the Jupyter logo)
Updates the splash screen when loading the hub to show the reflective logo
Note: This will only show when the user selects the reflective image option when starting the hub.
