This adds the new issue-creds CLI tool to the environment. It also updates the xarray and zarr versions (and adds icechunk). The xarray and zarr versions are pinned so that future updates to this image won't necessarily cause breaking changes unless we specifically want/need to update the versions.
Once merged, I'll open the PR against 2i2c's infrastructure repo that will bump the version of the default Reflective image.
