Updates swiftformat to 0.63.0. The main change is that in 0.62.0, the
wrapConditionalBodiesrule was split intowrapIfStatementBodies,wrapIfExpressionBodies,wrapGuardStatementBodies, withwrapIfStatementBodiesenabled by default. I think this looks better. But we can always change it.
