refactor: move docs app into Angular projects

Summary

• move the Angular application into projects/docs and rename the workspace project to docs
• update generation, repository source paths, CI guards, Cloudflare output, and contributor documentation
• fix the scheduled deploy on Node 24 by removing top-level await from sponsor generation

Validation

• npm run fmt:check
• npm run lint
• npm test (48 Node contract tests, 38 Angular tests)
• npm run build (626 prerendered routes, 8 output tests)
• esbuild CJS transform of scripts/generate-sponsors.ts

Mechanical moves and path updates were performed with Cursor Auto, then manually reviewed. Manager review: APPROVE.
