This PR adjusts the HDMI CEC ARC handling to address a 4K HDMI certification issue by force-disabling ARC at the hardware level when an INITIATE_ARC message is received from the Audio System but is ignored due to a physical-address mismatch.
Changes:
- Add a fallback path on ignored
INITIATE_ARCto disable ARC by writing a hard-coded value to an Amlogic debugfs register node. - Add logging around the new ARC-disable action.
