This PR adds a
RegisterErrorResponse<T>struct andCoreRegisterErrorResponsestruct, mirroring the oauth crate'sStandardErrorResponse<T>andBasicErrorResponserespectively. This reflects the Client Registration Error Response defined in RFC 7591 section 3.2.
