feat: add adaptive native waits

Arrangement or component and purpose

Reduce empty parent polling while background agents work. This updates all three
arrangements and the existing optional orchestration skill, without changing
budgets, goals, models, concurrency, permissions or hooks. Closes #5.

Changes

• Publish version 0.3.0 with a 60000 ms minimum and 300000 ms default native child wait.
• Keep rules to one direct waiting sentence; put task-based timing, progress
  signals and investigation guidance in the skill and documentation.
• Validate optional wait fields and effective minimum/default/maximum ordering.
• Explain actual context flow, goal continuation, source evidence, installation
  scope, upgrade and rollback. Preserve existing licenses and notices.

Functional evidence

Windows, codex-cli 0.155.0-alpha.3.10: native app-server with strict configuration
loaded each real fragment and current role roster in a fresh isolated home.
config/read returned minimum 60000 and default 300000 for all three arrangements.
Negative control: prompt-input rejected minimum 400000/default 300000 with the
specific ordering error (exit 1). No credentials copied or model turns run;
owned process trees and temporary homes were removed.

39 behavioral tests pass, including new valid/invalid wait-field cases.
Catalog, component and skill validators pass. See docs/validation.md.
Wake latency, agent adherence, token/quota savings and goal-loop prevention were
not measured. Historical role-execution limitations are unchanged.

• No credentials, personal paths, private services or whole-home config dumps.
