add a dedicated tafsir client and content facade so tafsir endpoints can be used directly through the SDK instead of only through resources or raw calls. include docs and tests for the new surface.

Adds a dedicated Tafsir client surface to the SDK, along with runtime wiring, types, tests, and docs. This lets developers access tafsir endpoints directly instead of only through resources or raw calls.
