Update Stale PR Workflow: Auto-close after 30+5 days Updates the Stale GitHub Actions workflow to mark PRs and issues as stale after 30 days of inactivity and automatically close them after an additional 5 days. This aligns with PdM's request to ensure stale PRs and issues that may no longer be needed are closed, making it easier to track progress and milestones. No. Firstly, this commit doesn't fit the commit message policy for this repo and secondly, auto-closing is extremely annoying, especially for community repos. |

Sandhya Adavikolanu (@Sandhya1236) this will close issues as well. I think we'd need days-before-issue-close: -1 to prevent that.
Koen Kooi (@koenkooi) some background: Jason has been asking QLI repos to close stale PRs, so Sandhya has been opening PRs for all repos.
However, OSTT are good at staying on to of PRs :), so feel free to adjust this/close as needed

I agree that some form of auto-closing is OK, but issues don't go away by themselves, so I'd prefer both to be "-1" for this repo.

Bumps actions/stale from 9 to 10 according to https://github.com/qualcomm/qcom-actions/blob/main/.github/workflows/stale-issues.yaml.
