Add a root tsconfig.base.json with the compiler flags common to all five extensions and have qt-core, qt-cpp, qt-qml, qt-ui and qt-python extend it. Each keeps only its local settings (path options plus lib/ target variations). Resolved configs are unchanged.
Turn on noFallthroughCasesInSwitch, isolatedModules and noUncheckedSideEffectImports in tsconfig.base.json, and split the telemetry re-export into export type / export to satisfy isolatedModules.
