Brings mrp_stock_owner_restriction up to OCA/manufacture@645c48929d68 (16.0, 16.0.1.0.1) and keeps one local patch as a separate commit.

The drift audit classified this module as unattributed. Apart from the patch below, the differences were OCA code that our copy was behind on: auto_install: True, the related owner_restriction field used by unbuild, post-install tests, ROADMAP.rst, the icon, and the author name.

Local patch kept (not in OCA)

mrp.production.write(): changing owner_id on an MO whose operation type restricts owners unlinks its reserved component move lines, so they are reserved again against the new owner. It came in with 9e36859 ([4207]) and has not been proposed to OCA. The carried version read self.picking_type_id inside the per-record loop, which raises a singleton error on a multi-record write. It now reads production.owner_restriction.

Tested locally (--test-enable, fresh DB with mrp, stock_owner_restriction): passes. The local i18n/ is kept.

Local patch carried over from 9e36859 ([4207]); not proposed to OCA.

Changing the owner of a manufacturing order whose operation type restricts
owners drops the reserved component move lines, so that they are reserved
again against the new owner.
