Build failing on Windows 11 on arm

I am back with a Windows on arm issue, similar to #156 (belated thank to you @karosc!).

The build on github action failed today
The weird thing is that it was working just a few weeks ago. I don't believe there have been any update in the github image since then.
With VS2026, cmake does not find VisualStudio.

I do not know if this is an issue that can be fixed on your side, nor I expect you to.
The least I can do is letting you know about it.

maybe we should just start building arm64 builds now that the runners are available generally. IDK anyone who uses arm64 on windows to be honest....but if the need is there. I guess we should publish the wheels.

ah, I see now, SWIG 4.5 release and deprecated a macro our interface file depends on:

Fixing this requires fixing our interface files or pinning swig<4.5.
