Carry the code-review skill bootstrap to seven repos whose Copilot reviews never state coverage #1815
Copilot reviews in these repositories never state changed-file coverage, so pr_review.py reports COVERAGE_IS_UNSTATED on every pull request and the Merge Gate's coverage item can only be waived by hand. The cause is that neither .github/copilot-instructions.md bootstraps the code-review skill nor the carried .github/skills tree is present, so the reviewer never reads the skill that requires the coverage marker:
homeassistant-purpleair
ESPHome-NonRoot
VSCode-Server-DotNetCore
KiCadLibrary
MediaTools
AudioCleaner
Vantage-Config
Measured on each repository's develop branch. Three more repos (EspDinIoT, DevKitCIoT, HolidayLights) carry no copilot-instructions.md at all, which may be intended for their type and is worth confirming during the same pass.
The maintainer waived the coverage item for three doc-only version-literal sweep PRs (Vantage-Config, VSCode-Server-DotNetCore, homeassistant-purpleair) on the understanding that this gap is fixed here.
Done looks like: each listed repository carries the .github/skills tree and the current copilot-instructions.md per RESYNC.md, with its Disproved Claims ledger preserved via copilot-instructions-keeper, and a Copilot review on a test PR reports stated coverage. The code-review -> fleet-code-review rename lands in every other repository's tree on its next resync, with the copilot-instructions path moving in the same change per RESYNC.md step 3.
This matches the nondeterminism measured in #1692: carrying the bootstrap is necessary but not sufficient, so the "a Copilot review on a test PR reports stated coverage" completion check can't close this repo deterministically. Worth deciding whether that criterion becomes "carried, and at least one round has stated coverage" or whether the gate needs another path for ccr-overview-v2.
VSCode-Server-DotNetCore now carries the .github/skills tree and the current copilot-instructions.md on develop (ptr727/VSCode-Server-DotNetCore#127, with an empty Disproved Claims ledger, since the old copy had none). Every later Copilot round there stated coverage: #128 and #131 at coverage=full, #129 at coverage=full on its final round, and #130 at carried:full. The repo reaches main with the maintainer's next promotion.
VSCode-Server-DotNetCore's coverage symptom is gone. Per #1899, every Copilot round there after the skills tree reached its develop reported coverage=full or carried:full, following the resync carried by ptr727/VSCode-Server-DotNetCore#127 through #131. The hub's records for that repository are reconciled in #3126. This issue stays open for the other repositories it covers.

homeassistant-purpleair: carried per this issue's "done" definition, but coverage is still unstated.
.github/skillstree, byte-identical to hub main92737d16, and the current.github/copilot-instructions.md, whose Disproved Claims ledger has no entries since the repo had none to keep.ddaef1fe, which already carried both, stated no coverage.e258979bis based on develop after Registry: HomeAutomation-Config operational conformance completed #335 merged, so the skill is on both base and head. Its round isccr-overview-v2, "Findings: None", and has nofleet-reviewmarker and noFiles reviewedline. This matches the nondeterminism measured in #1692: carrying the bootstrap is necessary but not sufficient, so the "a Copilot review on a test PR reports stated coverage" completion check can't close this repo deterministically.
