When downstream repositories invoke `rust_proto_library`, the macro
expands to an `alias` with `select({Label("//rust:use_upb_kernel"): ...})`.
Because `select()` keys are evaluated against caller visibility,
downstream users encounter visibility errors unless `use_upb_kernel` is
public.
