Add compiler flags --descriptor_set_splits and --descriptor_set_splits_out.

--descriptor_set_splits takes a comma-separated list of split types (allowed:
"descriptor", "source_code_info"; default: "descriptor"). Which splits
the single FileDescriptorSet into multiple files, the primary
'descriptor' and any metadata files which are optional
(source_code_info).

--descriptor_set_splits_out specifies an output pattern containing "%s"
(mutually exclusive with --descriptor_set_out) which is substituted with each
split type to write separate FileDescriptorSet split files.

--descriptor_set_in is updated to determine whether each FileDescriptorProto in
an input FileDescriptorSet is a primary descriptor or an extension split (such
as source_code_info), automatically merging extension data into the primary
descriptor database.
