Add Balancer V3 multi-network manifests (Base, Arbitrum, Gnosis) and Base test config. This PR extends ethereum-balancer-v3 to support additional networks via manifest-level configuration, reusing the same WASM/module graph and chain-specific params.
Base includes a creation-path integration test config.
Arbitrum and Gnosis are added as manifest support only for now (no integration-test wiring), consistent with current repo precedent for some non-Ethereum manifests.
