Implement VCS Layer 3 and Neuro-Symbolic Verification

This PR implements the theoretical framework for the Verifiable Cognition Stack (VCS) Layer 3.

Changes include:

• Architectural specifications mapping Semantic Integrity Constraints (SICs) to Verification Mandates (ADR 35, 36, 37).
• Glossary and Lexicon updates for F-IPI, SEPAO, VSC, SCTS, etc.
• gudhi_topological_monitor.py: Computes Persistent Homology (Betti-1/Betti-2) using GUDHI to detect Manifold Tearing (with fallback logic).
• sepao_scanner.py: AST parser that maps semantic drift deltas and triggers Failure-Informed Prompt Inversion.
• Detailed markdown research papers corresponding to the theoretical prompts.
