Dakota is the org's next-generation product line and its fastest-moving stable channel (stable-20260828 shipped today, ~daily cadence). It also carries the largest SLA-violating backlog in the org: 64 of 206 open SLA-violating issues across 10 repos are dakota's. The composition is the problem — the oldest unresolved items are exactly the defects that define a new user's first hour:

Rationale
Adoption of a new OS image is decided in the first session. A user who hits a black screen, a TPM2 unlock failure, or a fingerprint loop on first boot does not file a second issue — they leave. Meanwhile common#956 (also open) means the org cannot even measure the resulting churn because countme telemetry is stalled. We are flying the growth product blind with the landing gear indicator unplugged.
