Fix the test specification so we can obtain data for 100 simulations of each test.
The goal is to be able to then draw comparisons between 100 tests of the same scenario using C4, BBR and Cubic, with tables showing average, median, top 95% and max for the same scenario using C4, BBR and Cubic.
