docs(skills): match the release sanity check to what bump-version writes

Step 5 of publish-npm-version rejected every real release diff. pnpm bump-version also stamps skills/*/SKILL.md (set-version.ts → stampSkillVersion) and moves @prisma/compute's @repo/tsconfig devDependency; only compute's own version stays put. Both show up in #282, #288 and #321.
