Summary
Replaces semantic-release with the shared release-please workflow used by sibling repositories.
This PR depends on PR #892, the release-please configuration bootstrap being merged first. That prerequisite makes the manifest and configuration available on
main, which is where the shared release-please dry-run resolves them.After the bootstrap lands, this PR will:
