Phase A: close deterministic evolution kernel gate

Summary

• restore validated organism copying and retain deterministic spatial fast paths
• add machine-readable benchmark, golden repeatability, packaging smoke, and bounded loop evidence
• add Linux x86_64 and macOS arm64 CI with runtime architecture assertions

Local verification

• 550 tests, Ruff, strict mypy, lock check, shell syntax, and diff check passed
• 500-tick artifacts were byte-identical and matched the clean f594765 golden
• 5000 ticks completed in 118.0809 seconds with 33,964,032 bytes peak RSS
• wheel/sdist build and clean CPython 3.12 install smoke passed
