chore(apps): restore CI coverage for Permitato Playwright tests post-extraction

Summary

After Permitato was extracted from potato-os/core into potato-os/apps (commit 35f5447), the 29 Permitato Playwright tests are no longer discoverable by the core repo's test runner or CI.

Scope

The core repo's playwright.config.js matches apps/*/tests/**/*.spec.js, but apps/permitato/ no longer exists in core. The apps repo has its own playwright.config.js with the same testMatch pattern, but no webServer block — it depends on the core Potato OS dev server.

This means:

• Core CI doesn't run Permitato Playwright tests
• Apps CI can't run them either (no server config)
• 29 tests effectively have no CI coverage

Acceptance criteria

• Permitato Playwright tests run in CI (either from apps repo or core repo)
• The test runner can start the core dev server if needed
• No manual steps required to run Permitato specs

Non-goals

• Changing where the Permitato code lives
• Restructuring the test suite
