Extracts fmt + clippy + test into a reusable test.yml and the multi-arch image build into a reusable build.yml. Both run directly on pull_request (build.yml without pushing). release.yml now triggers only on tag push, calls test.yml and build.yml via workflow_call (build with push:true), and gates merge + GitHub release on both completing.
