CI: bump GitHub Actions; don't publish for CI-only changes - #33

- checkout v7, pnpm/action-setup v6, setup-node v7 (supersedes Dependabot #16). - publish.yml ignores pushes that only touch .github/** or CLAUDE.md: they don't change the npm package, so they shouldn't publish a new version. - The release job disables setup-node's automatic dependency cache. setup-nodev7 no longer exports a dummyNODE_AUTH_TOKEN. I checked its source (authutil.tsat v7): it still setsNPM_CONFIG_USERCONFIGand still writes the_authToken=${NODE_AUTH_TOKEN}placeholder, so the step that cleans.npmrcfor trusted publishing is still needed and still works.setup-nodev5 caches dependencies automatically whenpackageManageris set.
