…ecord for fa5577c9 - generate.ps1: pwsh 7 converts the ISO commit date to DateTime, so the string Substring threw and the catch silently left refDate stale. Normalize both DateTime and string forms to a UTC yyyy-MM-dd date. - upstream-manifest.json: refDate 2026-07-28 -> 2026-09-29 (fa5577c9). - CHANGELOG (en/ja): Libraries Unreleased entry for LINE notification messages (template). - docs/reviews: 4-role gate record (all PASS, no blocking). - coverage-roadmap: note PNP template ops are generated-only for now.
