Many tests fail unless Salesforce for Google Adwords is added to the account being tested

What steps will reproduce the problem?
Install the current code, and test with a fresh Salesforce Developer account.
Running python test_partner.py fails 22 tests

This can be worked around by installing the SFGA application, and modifying 
test_base so that the expected version of SFGA is 166.1 instead of 1.2
