Add Model Import From Existing Local Folders

Users may already have GGUF models in other folders. Make import ergonomic.

Acceptance criteria:

• Let users choose a local GGUF file.
• Register it without copying by default.
• Offer optional copy into ./models/.
• Validate file existence before registration.
