BCR rejects GitHub autogenerated source archives as unstable. Post the same @bazel-io skip_check unstable_url comment used by the Watchman publishing workflow when opening a registry PR.
Verified manually on bazelbuild/bazel-central-registry#10168; the bot accepted the comment and restarted presubmit.
