fix: remove duplicate PR Gate workflow#28

Only deploy-gate.yml should run — it produces the canonical 'Permission Protocol' check. pp-gate.yml was creating a duplicate 'PR Gate / gate' check that diluted the narrative.

Removes pp-gate.yml which was creating a duplicate 'PR Gate / gate' check alongside the canonical 'Deploy Gate / Permission Protocol' check. One authority, one check.
