build: Go 1.27.1 toolchain, golang 1.27.1 base image, yaml v3.0.5, x/net v0.59.0

The go directive stays at 1.26.2: the Perfloop monorepo that imports link/ is
at go 1.26.2 with a 1.26.6 toolchain, and a higher directive here would force
it up. The toolchain line, the Dockerfile base (golang:1.27.1-bookworm by
digest), and CI move to Go 1.27.1; docs/image.md's rebuild command names the
same image. golangci-lint moves to v2.14.0, which is built with Go 1.27.
x/net v0.59 deprecates its HTTP/2 server and client connection types in
favor of Go 1.27's net/http ones, which the 1.26 directive cannot use yet;
.golangci.yml records that exclusion with the reason. errors.As becomes
errors.AsType. go mod verify passes.
