docs(release): finalize 0.1.0-alpha.1 changelog

Summary

Finalizes the dated changelog for the first crates.io prerelease, vrp-gpu 0.1.0-alpha.1. This release branch starts from the merged readiness PR #14 and changes no library, kernel, PTX, or package manifest contents.

Change

• Moves the first-release notes out of Unreleased, lists the public features and known alpha limitations, and prepares the tag/comparison links.

Verification

• just ci and just kernel-ci passed on the release branch.
• Clean-tree cargo package -p vrp-gpu --list --locked showed the expected 15 files, including LICENSE, README.md, and kernel.ptx.
• cargo package -p vrp-gpu --locked and cargo publish -p vrp-gpu --locked --registry crates-io --dry-run passed; no upload has occurred yet.
• The commit is GPG-signed and carries a DCO Signed-off-by trailer.

Release note

The seven hardware-only GPU tests cannot run in this environment because the NVIDIA driver is unavailable. The existing RTX 5060 Ti validation record remains the hardware evidence; this PR does not claim a new hardware pass. After CI and merge, the verified release tree will be used to bootstrap main and publish the crate, with an explicit registry check immediately beforehand.
