Forge LANE_3 r3

Registered assignment: L3-FORGE-ACTION-FRONTIER-PRODUCER-V1-20261001.

This bounded PA-F0 producer and read-only PA-F2 projection subset adds action_frontier to the existing authenticated GET /v1/missions/{mission_id} response. It validates the stored Action DAG from the same installed read-only snapshot and reports a deterministic logical frontier. Every node remains dispatchable: false, with per-Action target and edge-evidence resolution explicitly unavailable; actual parallel execution is NOT_QUALIFIED. Invalid IDs/orders/edges/statuses/cycles fail closed. No Mission state or lifecycle changes.

A packaged synthetic two-repository fan-out/join fixture and strict parallel-action-graph/v1 validator provide peer parser compatibility evidence without granting dispatch authority. OpenAPI/Postman descriptions, architecture/roadmap notes and product version 2.7.41 are updated. Full PA-F1/F2/F3/FQ and EP execution remain separate.

Validation

• bash scripts/validate.sh: 1053 tests passed, one existing skip; canonical version and offline projection validation passed.
• Executable-line coverage of changed production files: action_frontier.py 58/59 = 98.31%; parallel_action_contract.py 46/46 = 100%; operations_read_api.py 302/360 = 83.89%. All strictly above 80.2%.
• Targeted installed-state HTTP, graph corruption, authority-negative and packaged-fixture tests passed.
• Independent exact-head Quality and Security reviews are in progress for 8a6278734a8dada063c7d8fb0814785ab7ff1df3.

No peer source, production runtime, Mission allocation, grant, credential, host privilege or public release is changed.
