Record the protected Python3.14.9/Qt6.12 Source PR106, the independently found and closed updater P1, exact review/merge/tree equality, original Owner Authorization and original postmerge qualification. Also record the already-merged one-file setuptools PR133 with its original artifact and accurately bounded post-merge review. Update the migration guide to distinguish qualified source from pending publication and device delivery.
Exactly two documentation files; no runtime, tests, installer, CI, version or lock changes. Existing installation/release contract checks:60 passed under Python3.14.9. Independent exact documentary review of999de537abe9b4e06a0c3ba28c10bb5b4373152f againstf30be820 returned bounded GO, no findings; both blobs and the recorded raw receipts were checked. The reviewer ran no tests or effects.
The document preserves historical failures and evidence limits. Publication, new rc.7 operational bindings, physical installation/smoke and full Apple parity remain separate. This PR requires its own normal protected checks, merge and original qualification; no operational approval is inferred.
