WIP: add laser shutters and staubli classes from xpp3 as-is

These two files are included in xpp3 and I want to make sure they don't get lost
Discovered as part of https://jira.slac.stanford.edu/browse/ECS-6333
Perhaps they can be merged later, or maybe they would be better in the xpp repo
