Add a fork release workflow that publishes every publishable package to GitHub Packages when a v*-fork.* tag is pushed.

scripts/release/fork-publish.ts <version> [--dry-run] reuses publishablePackages and sharedVersion from scripts/package-manifest.ts. It rejects any version that is not <shared>-fork.N, rewrites each manifest at pack time, packs, skips versions already on the registry, and publishes the rest.

Source package.json files are untouched. Dry run with 1.0.0-rc.13-fork.2 lists 88 packages with no workspace: or catalog: ranges left in any tarball. The live publish path runs for the first time on the first tag.
