P2 Badge Raise the setuptools minimum for SPDX license syntax

When a build uses a constrained or preinstalled setuptools version from the currently permitted 61–76 range, this string-valued project.license is rejected before the package can be installed. Setuptools only introduced PEP 639 license-expression support in version 77, so the migration must also raise [build-system].requires to a compatible version (the packaging guide recommends setuptools>=77.0.3); otherwise --no-build-isolation, offline, and constrained builds can regress. See the setuptools migration guidance.
