The server.jar URL can be found from the Minecraft Wiki.

The reason that this isn't automatic is because I'm not sure that it would be in accordance with the EULA. Automatically downloading and running proprietary software on a client's computer without their explicit knowledge or permission seems shady. Of course, correct me if I'm wrong.

There could just be a confirmation dialog for one, and also nothing in the EULA says "no automatic downloading", but there is a section about not redistributing any of it, which of course would be violated by distributing build versions of this project, but nothing stopping anyone from auto-downloading in there as far as I can tell.

The Minecraft EULA might not say that, but the GPL almost does. But since its not actually included with bareiron, and being downloaded, it is fine with GPL. This is what led to the Bukkit DMCA in 2014.

Paper does this using Paperclip which automatically downloads a Minecraft JAR and patches it.

In the FSF's sense, yes, as the GPL has measures to prevent relatively similar behavior, except this automatic download behavior.

@p2r3 you could have a disclaimer when running bareiron with an option not to download it

I think this is okay because paperspigot does it and there doesn't seem to be any legal issues. I would advice caution though.
