🚀 chore: add GitHub release config and sync-labels workflow

Description

This PR adds standardized GitHub configuration files:

• `.github/release.yml`: Release configuration with changelog automation and categorization
• `.github/workflows/sync-labels.yml`: Workflow to sync repository labels from central configuration
