Allow pandas 3 with Sercol 1.0.3 while retaining pandas 2 for supported older Python versions. The complete suite passes with pandas 3.0.6.
Fresh CI also exposed a stale explicit mouse-genome URL: use canonical HTTPS and the same full GTF filename as the installed release, and expand the transcript URL release number. Preserve the protein-effect assertions. Run the full test matrix for pull requests and default-branch pushes, avoiding duplicate feature-branch and release-tag runs.
Bumps Varcode to 10.10.1. Closes #561, closes #563, closes #514.
Validation:
./lint.sh;./test.sh -q -n 2(2,996 passed, pandas 3.0.6 / Sercol 1.0.3). CI verifies all supported Python versions and cross-annotator parity before release.
