Closes #24.

Set the package minimum to Python 3.11, retain the 3.11–3.14 CI matrix, and align classifiers, docs, Ruff, mypy, and repository guidance. Bump the patch version to 1.3.2. Runtime serialization behavior and dependencies are unchanged.

Validation:

• ./format.sh: no changes.
• ./lint.sh: Ruff, format, and mypy passed.
• ./test.sh: 100 passed on Python 3.11.12 and 100 passed on Python 3.14.6.
• Isolated dependency checks passed at both endpoints; installed metadata reports Requires-Python: >=3.11.
