新增 CLAUDE.md：runner-container-hooks (ascend fork) 发版流程速查文档。

内容

• 发布分两部分：tag → release.yaml 自动出 zip GitHub Release；镜像 → build-image.yaml 手动 workflow_dispatch 出包
• 版本号规则：package.json version 字段，tag = v + 版本（当前 0.8.0-ascend.1）
• 三条铁律（CD 强制：tag 在 main 上、tag==package.json、tag 不可变）
• 与 docs/RELEASE.md 互补：本文件是给 AI/新人的一页速查
