This PR adds exactly five append-only W2 artifacts. It does not modify raw observations, frozen methodology/protocol, canonical Index assessments, or prior W2 decisions. No W3, W4, statistical analysis, outcome-direction interpretation, ranking, or paper claim was performed. Raw score payloads are not copied into the linkage artifacts.
